The construction cost about 4.5 billion euros.It also costs tens of millions of euros every year for maintenance. Faced with such a huge construction fee, the local government of Venice is running out of finances and the finances are in deficit. Local governments need to auction 13 Renaissance palaces and ancient buildings, including Nani Palace, Penfadini Palace and other historically valuable buildings to raise the cost of constructing dams. Although the plan is led by the Italian government, the Italian government only allocates the first three years of construction costs, and the subsequent construction costs are borne by the local government itself.

Issue

Although Italian Prime Minister Silvio Berlusconi was convinced that the plan would protect Venice, environmentalists and the mayor of Venice were also sceptical about it.The Venetian Lagoon is a place with high ecological value. After the construction of the breakwater, the Venetian Lagoon and the canal will become a backwater. It will cause significant damage to animal habitats and species. Secondly, the huge construction cost makes opponents feel that the plan is worth the money or not. It takes more than ten years for Venice to have a large-scale flood, but it has to bear the billions of construction costs and the Moses plan with more than ten million annual maintenance costs. Furthermore, some scientists believe that the Moses plan failed to truly solve the flood problem in Venice. The group of scientists pointed out that the global sea level will rise by an average of 50 cm in the next century, but in the plan, only an average increase of 22 cm is predicted. The distance of 28 centimeters will cause rain drainage and flooding, and the planned active sluice will be erected for a long time. The ecology of the lagoon will be affected.
